There you are to type the name of the new user you want to add. Once it is done click on 'Create User'.

After the new user is created you need to add it to the DB. Just choose the DB and user needed from the pull-down menus and click on 'Add'

Then you'll be forwarded to the page allowing you to set the privileges for the added user. Here you can set either partial privileges or all of them (by checking 'All Privileges' box at the top).
