You just need to use the tracert (traceroute) command. Tracert (traceroute) command shows the path a packet of information takes from your computer to the one you specify. It will display the list of all the routers it passes through until it reaches the destination. In addition to this, it will tell you how long each 'hop' from router to router takes. Using traceroute command you can perform an IP check or trace an IP. It may help you to define whether your IP is blocked by the host or not (e.g. in case you are unable to view the site in your browser).
